Agenda: Discussing Rising Conflict and Terrorism in the Middle East: Threats to Regional Security through Planned and Perpetrated Attacks.
Introduction to the Committee

One of the six major committees of the United Nations is the United Nations Security Council (UNSC), which is the principal body that must uphold peace and security internationally by taking resolutions, through peacekeeping operations and through collective action. The UNSC is constitutionally divided into 15 member states: five permanent members, which have the veto power (China, France, Russia, the United Kingdom, and the United States), and ten non-permanent members elected at a two-year term to represent the different parts of the world.

The UNSC meets on a regular basis to discuss the threats to peace, including conflict, terrorism, and weapon proliferation, and humanitarian crises. Although some have criticized the UNSC on the basis of power relations and procedural constraints, the UNSC is still indispensable in the process of forming, sustaining, and executing international security structures on a global level.

Introduction to the Agenda

The Middle East has always been a region characterized by political instability, sectarian divisions, and foreign interventions. In general, these have been the main reasons for the continuation of conflict and the gradual evolution of terrorism in the area. As a matter of fact, the return of extremist groups, the escalation of proxy wars, and the increase of cross-border insurgencies have aggravated insecurity and, thus, have eroded the trust in the peace process. In fact, attacks orchestrated by any means against innocent people and the dissemination of extremist ideology over the internet are some of the ways in which terrorism poses a serious threat to the stability of the region as well as to global security. In addition to that, the disengagement of the community and the rise of a militant financing network in the face of weakening governance structures have worsened the situation. This agenda is a response to the crisis in the Middle East. It intends to identify the causes of conflicts and terrorist acts, to evaluate their effects on the region's security and to consider the effectiveness of cooperative strategies in the fight against violent extremism while creating the conditions for peace and stability in the region over time.
